No, Indian citizens cannot obtain a visa on arrival for Russia. It's necessary for Indian nationals to apply for a Russian visa in advance through an electronic visa application system.
E-Visa: The e-Visa for Russia permits a single entry into the country, valid for up to 60 days with a maximum stay of 16 days. This unified e-Visa allows entry for various purposes such as private or business visits, tourism, participation in scientific, cultural, socio-political, economic, and sporting events, as well as relevant communications and contacts. If your visit does not fall under any of these categories, you must apply for a regular (non-electronic) visa through a diplomatic mission or consular post of the Russian Federation.

Step 2: Fill in Your Information
Login to create a new application and note down the Application ID number provided. Begin by uploading a photo that meets the specified requirements. Then, proceed to fill in your personal details, contact information, and any additional required information.
When travelling with minor children listed in your passport, a separate application for a unified e-visa must be submitted for each child. All minor children travelling with their parents must possess a separate e-visa.
Step 3: Review Your Application
Thoroughly review your application for any errors or inaccuracies. Submitting incorrect information can result in delays or rejection of your visa application.
It's mandatory to include the date, month, and year of birth when completing the application form. If your passport does not specify your full date of birth, the unified e-visa application cannot be processed.

If any information provided in the application is found to be incorrect during processing, the application will be halted and returned to you for corrections. You'll have up to two calendar days from the submission date to edit and resubmit the application via your personal account. Processing will resume only after the corrected application has been resubmitted.
Step 4: Payment of Visa Fee
The application fee for a single-entry eVisa is INR 4400. Payment can be made through the specialised website of the Russian Ministry of Foreign Affairs or via the Russian Foreign Ministry mobile application using Internet acquiring technology with internationally accepted bank cards (Visa, MasterCard, etc.).

Payment is non-refundable regardless of the application outcome. There is no consular fee for e-visa applications for children under 6 years of age.
Step 5: Confirmation and Tracking
Following payment, a confirmation email will be sent to the email address you provided. You can track the status of your application by accessing your personal account on the website.

If there's no migrant registration, the extension is processed at the actual stay location by issuing a regular (non-electronic) visa.
If you possess a valid Russian visa in your passport, there's no need to apply for a unified e-visa. You can enter the Russian Federation using the regular visa within its validity period, without the constraints of the unified e-visa. Additionally, obtaining an e-visa does not extend the validity of a regular visa.
